Bringing an impressive breadth of knowledge and experience to the firm, Richard serves as counsel to Meltzer Lippe and heads the Employment Benefits Group. Prior to joining the firm, he was Vice President for Tax Planning and Deputy General Counsel at the Long Island Lighting Company (LILCO).
During his six year tenure at LILCO, Richard was responsible for all tax planning including tax audits, executive and employee compensation and benefits, real property tax litigation and state and local tax matters. Most notably, he directed the tax planning involved in the $12 billion LILCO, LIPA, Brooklyn Union Gas transaction -- one of the most complicated corporate tax transactions in recent times -- including obtaining of the critical IRS tax ruling needed to close the transaction.
Prior to joining LILCO, Richard was a senior tax partner in the accounting firm of Ernst & Young. He worked with clients involved in mergers and acquisitions, corporate and real estate transactions, financial restructurings, tax structuring of investments, and executive and employee compensation planning. At the same time, Richard served as tax advisor to the Urban Development Corporation's High Technology Council.
Widely published, his most recent publication is the Tax Management portfolio "State Taxation of Executive and Employee Compensation and Benefits." Richard is a member of the Bureau of National Affairs Tax Management Advisory Board, the International Fiscal Association and the Tax Executives Institute, as well as the tax section of the New York State Bar Association where he has served on its Executive Committee. Richard teaches graduate tax programs at Baruch College and Advanced Corporate Tax at the Hofstra University Law School.
