Jerry became counsel to Meltzer Lippe in 1999. He has specialized for many years in representing health care providers, particularly companies supplying health care services to elderly and infirm patients in their homes. He is an expert in the laws and regulations governing the home health care industry. He serves as general counsel or special counsel to many home health care companies in various parts of New York State as well as national companies.
For more than 25 years, Jerry has been an attorney for the New York State Association of Health Care Providers and its regional chapters. He played a major role in forming this statewide trade organization which now has more than 400 members. The Association recently honored him for 25 years of service to the industry, including many years as its Legal Counsel. He is presently counsel to the Association's Long Island Chapter. He organized and serves as counsel to a group of for-profit home health care agencies providing services to patients of the New York City HRA Home Attendant Program. Jerry also represents many home care companies, mental health clinics and other health care facilities in connection with licensing and regulatory matters, contracts, governmental audits and similar issues. He has represented Medicaid providers dealing with Departments of Social Services throughout New York and adjacent areas.
Jerry has extensive experience as the attorney for owners and operators of apartment buildings and other commercial real property in New York City and Long Island, including representation of borrowers in commercial mortgage loan transactions. In the corporate area, Jerry has been general counsel to a wide variety of corporate clients including computer software firms, plastic and pharmaceutical manufacturers and others. He has been Special Counsel to health care agencies on IPOs.
After graduation from Harvard Law School, Jerry served as Assistant Counsel in charge of racket investigations for the Waterfront Commission of New York Harbor and was Deputy Commissioner of the New York City Housing and Rehabilitation Administration. He was a candidate for the U.S. Congress in 1976. He has been involved in numerous community organizations.
Jerry lives with his wife, Carol, a retired occupational therapist, in Freeport and East Hampton. They are parents of Matt, who is Director of Inventory for the Oxford University Press, and whose wife, Perrie, is an elementary school teacer and artist; Jane, an entertainment attorney; and Tom, a graduate of Stanford Law School, who is an attorney in Los Angeles and whose wife, Lucy, is a playwright working in theatre, films and television. Jerry and Carol are proud gradparents of matt and Perrie's twin daughters, Catherine and Madeline.
