Roni E. Glaser
Partner of the Firm Roni has dealt extensively with the Department of Health on licensure, reimbursement and other regulatory issues, particularly in connection with transactions among providers. Areas of Practice:

Roni's practice focuses on the business and regulatory needs of licensed and certified home care agencies in New York and other states. She has been involved in structuring, negotiating and drafting documentation in numerous mergers and acquisitions in the home care field, and utilizes her strong working relationships with the Department of Health to bring these transactions to successful conclusion.
Roni also handles general corporate matters, including shareholder and employment agreements, service contracts, management and consulting agreements, confidentiality agreements, and other business matters for her clients. She has also successfully represented clients in wage and hour disputes and wrongful termination claims of employees. She advises clients on fraud and abuse and anti-kickback issues in their relationships with other providers, and has represented clients in DOH audits, plans of correction and Medicaid Fraud Control Unit investigations. She prepares applications for licensure and regulatory approvals for establishment of new health care organizations, advises on quality assurance and compliance plans, HIPAA privacy compliance, and other regulatory matters.
Roni is counsel to the Long Island Chapter of the New York State Association of Health Care Providers, an industry association of licensed and certified home care agencies.Roni's practice includes the representation of physician practices in corporate and transactional matters. She has also represented mental hygiene clinics, therapy practices, ambulette businesses and other providers in Medicaid audits and corporate matters, interacting with the Attorney General's Office and the Office of Mental Retardation and Developmental Disabilities. Roni has also assisted hospitals in graduate medical education accreditation matters.
Prior to coming to the firm, Roni served as counsel to institutional review boards, advising on matters relating to human subject research, as well as committees of hospital boards of trustees. She also did pro bono work for a not-for-profit facility serving disabled children and adults. She has also represented hospitals in psychiatric commitment hearings and legal actions concerning patient refusals of consent to treatment. She has also served as a panel member for the New York State Surrogate Decision Making Committee.
In 2001, Roni served as pro bono counsel in a New York Civil Liberties Union school board election challenge.
Roni received her undergraduate degree in Sociology from the State University of New York in Albany, where she graduated magna cum laude. Roni received her law degree from Emory University School of Law where she graduated with a Juris Doctor degree, with distinction, and was elected as a member of the Order of the Coif, an honorary legal society. She was an American Jurisprudence Award recipient for Civil Procedure.
Roni is a member of the American Health Lawyers Association, the New York State Bar Association and the NYSBA Health Law Section and its Special Committee on Long-Term Care.
