Neil has been a panel trustee of the United States Bankruptcy Court for the Eastern District for the past decade. He is a recognized author in bankruptcy law and has appeared on CNBC and News 12.

Neil heads Meltzer Lippe’s Bankruptcy and Debtors' and Creditors' Law Department. He has been engaged in all facets of bankruptcy and debtors' and creditors' rights matters for more than 25 years. During this time, Neil's practice has also included all types of commercial litigation; real estate law; federal and state court litigation; business litigation; appellate work; and malpractice actions.

Neil has been a panel trustee of the United States Bankruptcy Court for the Eastern District of New York since 1994, and has acted as attorney for trustees in over 1,000 Chapter 7 and 11 Bankruptcy cases. He was the Law Clerk for the Honorable Cecelia H. Goetz, former Eastern District of New York Bankruptcy Judge, between 1981 and 1982.

Neil has also represented numerous corporate debtors (including public corporations) in Chapter 11 Bankruptcy cases; and numerous Creditors' Committees and Bondholders' Committees in Chapter 11 Bankruptcy cases, as well as the Investors' Committee in Group Trust No. 47, the only pension plan/IRA trust Chapter 11 Bankruptcy case known to have ever been filed in the United States.

Additionally, Neil has represented numerous plaintiffs and defendants in bankruptcy and federal and state commercial litigation, including preference and fraudulent conveyance actions; numerous banks, municipalities, insurance premium finance companies, the State Insurance Fund, and other secured and unsecured creditors and lessors in Chapter 7, 11, and 13 Bankruptcy cases. Neil has also represented approximately 1,000 individual debtors in Chapter 7, 11, and 13 Bankruptcy cases.

Neil has represented all of the above types of entities at different times in state law matters ranging from foreclosures, individual and portfolio real property sales and purchases, replevin actions, defenses of tort actions and collection actions, to breach of contract actions against attorneys and accountants, SEC actions, and breach of fiduciary duty actions under ERISA, the Internal Revenue Code and applicable state and federal law; and he has represented individuals and companies in negotiating workout arrangements with the IRS and state tax authorities.

Prior to joining Meltzer Lippe, Neil headed the Bankruptcy and Creditors' Rights practice at a Long Island based national law firm and two New York City-based Firms.

He was a regular contributing author of the "Bankruptcy for Bankers" articles in the Banking Law Journal and has authored more than 10 published articles on bankruptcy and related law, including articles published in the  RICO Law Reporter, the New York Law Journal, and Long Island Business News. Neil also has been publicly interviewed by CNBC; News 12 - Long Island; Inc. Magazine, Newsday, and other media.

He received his J.D. from American University in 1981, and was a member of the Law Review of that School.  His Comment written for the Law Review was published by the School's Law Review. Upon graduation, he was the Law Clerk for the Honorable Cecelia H. Goetz, former Eastern District of New York Bankruptcy Judge, between 1981 and 1982.
